Execute This to Configure the Application : C:\Oracle\Middleware\Oracle_Home\forms\common\bin\config_builder.cmd
Then frmbld.exe \ frmcmp.exe under the folder "C:\Oracle\Middleware\Oracle_Home\bin" can be executed.
